What you are talking about is a process called Chroma Keying, more colloquially known as greenscreening. Skype used to have an add in called Magic Camera that would change your background to one of several gimmicky naff ones, it also wasn't very good. My understanding is that it got binned when Microsoft bought Skype.

Normal greenscreening is achieved by replacing a background of uniform colour (normally a bright lime-esque green) with something else. The background has to be uniform in colour for this to work best. This is usually done in video editing software during post production.

I don't currently know of any plugins for Skype or Webex that would achieve what you are trying to do in real time or 'on the fly.' Especially as you have stated that the reason for changing your background is because they are potentially quite busy and unattractive, I just can't see how this would work effectively without being even more of a distraction to the party on the other end of the video conference.

Someone may correct me though :)
